Accelerate the development of "bamboo instead of plastic" three-year action plan

As a fast-growing, biodegradable biomass material, bamboo is an important alternative to plastics. The Chinese government and the International Bamboo and Rattan Organization work together to implement the global Development Initiative and jointly launch the "Bamboo instead of plastic" initiative, which provides an effective solution to reduce plastic pollution. "Bamboo plastic" as a new industry, the current industry scale is small, low output, high cost, technology and equipment is relatively backward. In order to accelerate the development of "replacing plastic with bamboo", this action plan is formulated.

I. General requirements

(1) Guiding ideology.  Effectively improve the kinetic energy, production capacity and efficiency of "Bamboo instead of plastic", promote the high-quality development of "bamboo instead of plastic", and help reduce plastic pollution.

(2) Basic principles.

Adhere to market leadership and government guidance. Give full play to the decisive role of the market in allocating resources, tap the value of "bamboo instead of plastic" products, and enhance the internal driving force of industrial development. We will give better play to the role of the government, strengthen overall planning and coordination in forestry, industry, commerce, culture and innovation, and create a sound environment for development.

Adhere to the guidance of science and technology, innovative development. Guided by the needs of industrial development, we will gather scientific and technological innovation resources, strengthen basic theoretical research, research and development of key generic technologies, strengthen model refining, and promote the transformation and application of results.

We will continue to advance in an orderly manner. Taking into account the resource endowment and industrial development foundation of different regions, focusing on key areas and key scenarios, selecting regions with foundation, potential and willingness to explore in batches, and gradually expanding and pushing forward after gaining experience and results.

3. Action objectives. By 2025, the "bamboo instead of plastic" industrial system has been initially established, product quality, product types, industrial scale, and comprehensive benefits have been further improved, and the market share of key products has been significantly increased. Compared with 2022, the comprehensive added value of the main products of "bamboo instead of plastic" has increased by more than 20%, and the comprehensive utilization rate of bamboo has increased by 20 percentage points.

Second, key actions

(1) Actions to promote scientific and technological innovation. Organize relevant scientific research on "Replacing plastic with bamboo", guide the cultivation of relevant national key laboratory construction, and break through a number of key common technologies and major equipment. Strengthen the selection and directional cultivation of excellent germplasm resources, and cultivate new varieties suitable for the industrial production of different "plastic replacement" products. Strengthen the in-depth research and development of "bamboo instead of plastic" products, and supplement the short board of natural materials. Accelerate the research and development of advanced manufacturing equipment, optimize product production processes, and improve the mechanization level of bamboo forest harvesting, transportation and processing. We will support enterprises to increase investment in core technology research and the transformation of scientific and technological achievements, and enrich new technologies and products of "replacing plastic with bamboo". Support qualified enterprises to apply for national industrial design centers, national technological innovation demonstration enterprises, specialized new small and medium-sized enterprises. (2) Industrial ecological cultivation actions. Support the cultivation of large-scale business entities such as family forest farms and cooperative economic organizations in major bamboo producing areas, and set up professional cultivation, management and cutting technical service teams. Encourage major bamboo producing areas to expand the "raw material - processing - product - marketing" upper, middle and downstream industrial chain according to local conditions, cultivate a number of leading enterprises, and accelerate the large-scale intensive production of "bamboo instead of plastic" products. Encourage the development of circular economy of bamboo industry, promote the whole bamboo utilization industry model, strengthen the recycling of bamboo processing waste, and strengthen the promotion and application of bamboo comprehensive utilization technology and equipment. 3. Promoting action to align production and marketing. Relying on events such as the China International Consumer Goods Expo, we will continue to hold the forum on "Promoting green Consumption through Bamboo instead of plastic", build a platform for dialogue and exchange, promote government-enterprise cooperation and industry-university interaction, and jointly help control plastic pollution in the field of commercial circulation. Carry out bamboo product promotion and docking activities in major bamboo producing areas, guide commercial circulation enterprises and bamboo products enterprises to coordinate production and marketing, supply and demand docking, actively cultivate green consumption market of bamboo products, and promote the formation of green production and life style through the release of product lists, demand lists, signing agreements and other ways. (4) Key scenarios replace actions. Overall planning of the development basis and market demand of "bamboo instead of plastic" products, release the main product list of "bamboo instead of plastic", accurately identify alternative scenarios, carry out alternative actions, and improve the proportion of replacement. Encourage the daily use of bamboo instead of plastic production of shopping bags, stationery, tableware, furniture and other fields; Encourage the use of bamboo winding composite materials, bamboo mesh water filler, bamboo vehicle interior products, bamboo packaging materials to replace the corresponding plastic products; Encourage the use of bamboo winding composite pipe pipes, bamboo grilles, bamboo plates and other plastic products in the field of construction and building materials. Encourage localities to explore more useful and practical alternative scenarios. 5. Distinctive regions lead the way. In the country, the selection of rich bamboo resources, bamboo industry foundation is good, the construction of 5-10 "bamboo plastic" application and promotion bases, to carry out technology research and development, product standards, brand building and other work, to consolidate the local "bamboo plastic" development foundation. Priority should be given to exploring and promoting "bamboo instead of plastic" products with good substitution effect, great market potential and acceptable to the public in the fields of local public institutions, transportation, business circulation, catering and accommodation, postal express delivery, etc., summarizing successful experiences and typical cases, and forming an advanced model that can be replicated and promoted. Encourage local organizations to hold "bamboo plastic" into the community, into the business circle, into public institutions and other forms of activities, widely publicizing the excellent characteristics of "bamboo plastic" products, popularize the risk knowledge of environmental pollution caused by the non-standard use of plastic products, and guide the public to form a lifestyle of reducing the consumption of disposable plastic products and buying "bamboo plastic" products. 7. International exchanges and cooperation. Guided by the joint construction of the "Belt and Road", together with the International Bamboo and Rattan Organization, encourage and support Chinese enterprises to go out, rely on the advantages of technology, equipment, technology and talent, support countries with relatively rich bamboo resources to develop the "bamboo plastic" industry, research and development and production of corresponding "bamboo plastic" products, create international brands, and promote international production capacity cooperation. Support international organizations such as the International Bamboo and Rattan Organization to carry out international personnel training exchanges, strengthen the publicity and implementation of relevant standards and certification systems, and promote smooth and convenient international trade. Third, safeguards

1. Improving the certification system for regulations and standards. Promote the revision of relevant laws and regulations, and increase the development of circular economy in the bamboo industry. Strengthen the construction of the technical standard system of "bamboo instead of plastic" products, accelerate the formulation of bamboo structure design standards, and further improve the appearance quality, basic physical and chemical properties, safety and comprehensive performance analysis, inspection and testing methods of bamboo kitchen utensils and other products. Encourage and promote the process of international standardization. Strengthen the implementation of bamboo building materials, bamboo furniture, flooring and other green products certification, and encourage all parties to accept and use the certification results. 2. Increasing policy support. According to the regulations, we will coordinate the existing funding channels and support the construction of the application and promotion base of "replacing plastic with bamboo". Local governments can cultivate qualified bamboo forests and include them in the scope of central financial policy support for afforestation and forest quality improvement. Improve the financial service mechanism, and guide financial institutions to develop financial products that meet the characteristics of the "bamboo instead of plastic" industry. The "bamboo instead of plastic" products will be included in the scope of government procurement support, and government procurement will be increased. Encourage public institutions to actively purchase relevant "bamboo instead of plastic" products. (3) Give play to the role of trade associations. Give full play to the role of industry associations, standardization organizations and other community organizations, support the implementation of operation monitoring, investigation and research, brand evaluation, brand publicity, standard formulation, talent training and other activities, guide "bamboo plastic" enterprises to make good use of national policies and measures, and promote the coordinated development of the whole industrial chain. Encourage community organizations to increase the training of domestic bamboo industry technical talents, craft craftsmen, business executives, etc., and create a group of backbone talents who understand technology, good management, and can manage.
